Lt. Gen. Hayden Kaufman, CSLI

Hayden Kaufman has been a licensed amateur radio operator since 2003, holding a General Class license, and is recognized as a leader in emergency communications in Marion County, Florida. He serves as the Emergency Coordinator for the Marion County Amateur Radio Emergency Service (ARES) and as Vice President of the Silver Springs Radio Club. He also holds credentials as an Auxiliary Communicator (AUXC) and Communications Unit Leader (COML-Trainee) under the FEMA National Incident Management System (NIMS).

In addition to his amateur radio work, Kaufman is an active participant in the Department of Homeland Security SHARES (Shared Resources) High Frequency Radio Program and is licensed for General Mobile Radio Service (GMRS) operations, extending his ability to support interoperability across multiple communication services.

Kaufman has completed extensive FEMA training and exercises, bringing recognized expertise in incident communications planning, technical system integration, and volunteer coordination. His work includes bridging digital and analog radio systems, supporting hospital and shelter communications, and ensuring resilient connectivity during emergencies.

In his leadership roles, Kaufman is focused on strengthening partnerships between amateur radio operators, community organizations, and emergency management agencies. He is committed to advancing technical readiness, expanding training opportunities, and ensuring that volunteer communicators remain a dependable and integrated part of the disaster response framework.

Kaufman has been a member of the Corps Saint Lazarus International (CSLI) since 2016 and has advanced rapidly through the organization’s ranks. He completed the International Leadership Academy, strengthening his capacity for organizational leadership and multinational cooperation. Since 2017, he has also served as webmaster for the United States Command, providing critical technical and communications support.

In 2018, Kaufman was awarded the Grand Commander Level of the Cross of the Lazarus Union (GCCLU) in recognition of his service and contributions to the mission of the organization. His efforts are dedicated to furthering awareness of CSLI’s humanitarian objectives, expanding operational readiness, and supporting the growth of international cooperation in service to others.
